A surprise change hit Microsoft’s legal team this week. Jon Palmer, the company’s general counsel, updated his LinkedIn profile. He now lists himself as chief legal officer. This comes just two years after Hossein Nowbar took that top job. Nowbar’s future at Microsoft looks unclear. The shift has insiders talking.
Palmer has been with Microsoft for 15 years. He joined in 2010 from Orrick Herrington & Sutcliffe. There, he was a partner in litigation. At Microsoft, he led big cases. Like antitrust suits and regulatory probes. In 2022, he became deputy general counsel and head of litigation. Then in September 2023, he moved up to general counsel. He oversaw corporate legal affairs. That included mergers, IP, and compliance. Palmer is also a vice president. He sits on the senior leadership team.
Hossein Nowbar is a long-timer. He has 28 years at Microsoft. He started as an attorney in 1997. He was drawn by Windows 95. Before that, he worked at Davis Wright Tremaine. Nowbar rose fast. He became associate GC in 2004. Deputy GC in 2008. In 2021, he handled corporate and legal affairs. Then in 2023, he got the CLO role. He replaced Lisa Tanzi. She retired after a long career. Nowbar led during key times. Like the Activision Blizzard deal. It closed for $69 billion. He also guided AI growth. And global compliance.
Both men claim the CLO title on LinkedIn. Palmer’s post is recent. It says he is now chief legal officer. Nowbar’s stays the same. But he emailed Bloomberg Law. He said he is not retiring. He called it a meaningful chapter close. But he did not share next steps. Microsoft vice chairman Brad Smith sent no comment. Palmer did not reply to requests.
This mix-up raises questions. Is Nowbar leaving? Or is it a title tweak? Microsoft has seen changes before. In 2023, Tanzi’s exit led to promotions. Nowbar to CLO. Palmer to GC. Litigation went to Cynthia Randall. She is deputy GC now. The company faces big issues. AI rules are tight. Antitrust probes grow. Like from the FTC. And EU data laws.
Experts see this as a signal. One legal headhunter said, “Titles matter in Big Tech. If Palmer claims CLO, Nowbar might go.” Nowbar is Iranian-born. He often talks his immigrant story. He pushes law as innovation tool. In a 2024 interview, he said tech changes culture. He wants to own it, not fear it.
Palmer is known for pro bono work. He helps on immigration and asylum. He pushes civil justice reform. He serves on boards. Like Lawyers for Civil Justice. And the CPR Institute. His Asia time helps. He managed offices in Hong Kong and Beijing from 2005 to 2008.
The legal world watches. Microsoft is a top employer. Its CELA team is huge. Over 2,000 people. They handle global risks. From quantum computing to space. Nowbar praised Palmer in his post. He said the legal future is in good hands.
No official word from Microsoft. But the LinkedIn change started talk. Emails and calls fly. Clients ask too. Stability matters in deals.
This could mean a smooth handoff. Or bigger shifts. Nowbar might stay in a new role. Or leave for another firm. His skills fit many places. Like Google or Amazon.
For now, uncertainty hangs. Palmer leads as CLO. Nowbar plans next moves. Microsoft’s legal team adapts. As always in tech.
