The most severe flooding is forecast from D.C. to Baltimore, Philadelphia, and northern New Jersey, with storms likely starting around 1 p.m. and peaking during the late afternoon rush hour, continuing into the evening. Damaging winds and some hail are also possible. New York City has issued a travel advisory for Thursday and Friday, urging residents to avoid driving through flooded areas and follow the “Turn Around, Don’t Drown” guideline.
