ManpowerGroup Unveils €200M Paris AI HR Hub at Choose France Summit, Bolstering France’s Tech Ambitions

Paris, May 19, 2025 – ManpowerGroup (NYSE: MAN), a global leader in workforce solutions, announced a €200 million investment to establish a cutting-edge AI HR Hub in Paris at its French headquarters in La Défense, during the eighth Choose France Summit hosted by President Emmanuel Macron at the Palace of Versailles. The initiative, which includes creating over 30 new Manpower branches and 200 high-skilled jobs across France, underscores the company’s commitment to advancing human-centered AI solutions and aligns with France’s push to become a global AI powerhouse.

The AI HR Hub will serve as a Regional Center of Excellence, leveraging generative AI (GenAI) and agentic technologies to transform recruitment and workforce management. Key focuses include personalized candidate journeys through AI-driven career guidance and skills assessments, smarter client solutions via predictive analytics for workforce planning, and empowering HR agents with advanced AI tools. The hub will also foster public-private partnerships by collaborating with AI startups and research institutions, reinforcing ManpowerGroup’s support for the EU’s AI Act and ethical digital innovation.

ManpowerGroup’s investment adds to the €109 billion in AI projects announced earlier this year at the Paris AI Action Summit, highlighting France’s growing role in the global tech race.

The move comes as 53% of employers already use AI in hiring and onboarding, according to ManpowerGroup data. The hub’s innovations aim to address labor market challenges, such as skills gaps and workforce agility, while supporting France’s nuclear-powered infrastructure, ideal for energy-intensive AI operations. However, critics, including labor unions, caution that AI-driven HR tools risk dehumanizing recruitment and could exacerbate job displacement if not paired with robust reskilling programs, a concern echoed at the February 2025 AI Action Summit.

As France competes with the U.S. and China in AI, ManpowerGroup’s investment signals confidence in its talent pool and regulatory framework.
